KK Ulcinj taken out of the EUROHOLD Balkan League

KK Ulcinj (Montenegro) have officially been taken out of the EUROHOLD Balkan League for the 2011/2012 season, and also for the future seasons of the competition. Here are the reasons for this decision, which has been coordinated with the BIBL Competition Commision, as the Montenegrin team made a series of problems and infractions of hte League′s Official Regulations.   The infractions of the Regulations are the following:   - Playing with players without registration according to the Official Regulations.   5.4.     Checking the eligibility of players before the game

5.4.1. Before every game the participating teams have to present to the commisioner the following documents:
        -  list of approved players issued by the Sports Director of the EUROHOLD BIBL;             
 -  licences issued by the EUROHOLD BIBL;
 -  list of players and coaches (EUROHOLD BIBL form).   - In ALL home games of the team, the official advertisement materials of the League haven′t been used, regardless of the fact that the BIBL sent them already last season. (In all commissioner reports this is confirmed - NO advertisements.)   10.5.    Advertising contrary to these regulations

10.5.1. If a club does not use during the game all advertising materials as provided  by the offices of BIBL according to the advertising scheme, sent to all participating clubs a fine up to  EUR 5 000 will be imposed.   - In ALL home games of the team, there wasn′t sufficient Internet speed and that′s why there wasn′t a possibility to broadcast any game from Ulcinj this season, and last season as well.   - In ALL home games of the team, there wasn′t sufficient Internet speed and there always were problems with the live statistics.   8.3.     Electronic transmission of game information

8.3.1.  For all BIBL games the official BIBL statistics software shall be used. BIBL Ltd. will provide this software to the clubs free of charge (See annex 1).

8.3.2. There shall be broadband internet connection available in the arena for transmission of live data (See annex 2).

8.3.3. During the game the score and statistical data shall be sent to BIBL’s official website in real time.

8.3.4. BIBL Ltd. will provide the software for TV graphics and TV broadcast image during a live transmission.   - Consequent problems with the dress code of the coach and all the staff during the games.
8.2.10. The coaches and assistant coaches shall be appropriately dressed during the games.   And the most important issue - KK Ulcinj ahd to play games on the 8th of February and on the 21st of February, but they NEVER made contact with the home teams, according to the Regulations, and they NEVER confirmed arrival day and time, rooming list and all the other details, according to the League′s official request.   10.3.    Withdrawal and Forfeit

10.3.1. If before the first game a clubs declines to participate the participation deposit shall not be reimbursed to the team. BIBL may replace the club with another.

10.3.2. If after the first game of BIBL a club declines to play or to countinue to play exept under circumstances of “force majeur”:

          - forfeit: the game is awarded to the opponents, the score shall be 20:0 and the forfeiting team shall receive 0 poitns in the classification. In addition the club shall be fined up to EUR 5 000;
          - second forfeit: the club shall be disqualified for the reminder of BIBL. In addition the participation deposit shall not be reimbursed to the team.   - KK Ulcinj never sent any DVD to the League office, and last season they sent DVD from only half of their games. Also after the system was changed this season, they continued not to fulfill their obligations, as they didn′t upload any games to the BIBL server.
6.2.1. 1 DVD record of the game in 2 copies – one must be given to the visiting team immediately after the game and one must be sent to BIBL office in the next morning by a special courrier;
